UN Nippon Foundation Training Program, Germany is now open for eligible and interested applicants.
Applications are available for the UN Nippon Foundation capacity building and Training Program 2025 in Germany for law experts.
This fully funded program offers a 9-month immersive training experience in Hamburg, Germany, from July 7, 2025, to March 31, 2026.
Program Overview
The initiative is designed to support professionals from developing countries who are engaged in areas related to the law of the sea, maritime law, and dispute resolution. Participants will enhance their knowledge and skills in dispute settlement mechanisms under the United Nations Convention on the Law of the Sea (UNCLOS).
The training also includes study visits to several European countries, including Germany, the Netherlands, Italy, and Belgium.
There are no application fees, and all expenses including travel, accommodation, insurance, and a monthly stipend are fully covered by the Nippon Foundation.

Program Features
Participants will engage in an extensive curriculum, including:
- Lectures on the law of the sea, dispute resolution, and maritime law.
- Exploration of current issues in international maritime law and environmental law.
- Study sessions led by expert legal scholars and international policymakers.
Eligibility Criteria
To qualify, applicants must meet the following requirements:
- Be citizens of developing countries.
- Age: Between 25 and 40 years old.
- Education: Possess a law degree with proven research capabilities.
- Professional Background:
- Junior to mid-level government officials working in ocean affairs or maritime law, OR
- Researchers specializing in maritime legal studies.
- Research Proposal: Must submit a relevant research proposal tied to their country’s UNCLOS implementation (especially Part XV).
- Nomination Requirement: The nominating institution must outline the applicant’s duties and explain how the training will benefit the country or organization.
- Language Proficiency:
- Fluency in English or French is required.
- A working knowledge of the second language is recommended.
- English will be the primary language of instruction.
