Programme Manager Role Overview

As Programme Manager, you will play a pivotal role in overseeing and expanding our Schools, WASH, and Solar programmes, ensuring maximum impact both locally and internationally. Your key responsibilities will include securing funding, managing partnerships, and leading a dedicated team to implement projects that meet community needs and align with SEED’s mission.

The  role of the programme manager is ideal for a professional with a background in international development, ready to step into a leadership position, managing a portfolio of meaningful projects. Strong grant writing abilities, experience in WASH, education, or solar energy, and fluency in English (with at least basic French) are essential.

Key Responsibilities of the Programme manager
  1. Programme Development
    Collaborate with national and international staff to design impactful Schools, WASH, and Solar projects aligned with SEED’s strategic objectives.
  • Incorporate past learnings, best practices, government priorities, and community needs into project frameworks (e.g., Log Frames, Theory of Change).
  • Identify and pursue funding opportunities while conducting research on development best practices.
  • Build and strengthen networks with stakeholders, advocating for SEED’s work in Madagascar and internationally.

2. Programme Management
Regularly update the Programme Funding Coordinator on project progress and ensure effective donor communication.

  • Maintain high standards for project proposals and reports to secure continued funding.
  • Develop and oversee monitoring and evaluation systems to track project effectiveness and inform future initiatives.
  • Conduct field visits and provide feedback to enhance project design and implementation.

3.Team Leadership & Development

  • Recruit, support, and manage Programme Interns, Officers, and Specialists.
  • Foster collaboration and professional growth within a diverse, cross-cultural team.
  • Ensure staff alignment with departmental goals, deadlines, and SEED’s values.
  • Provide mentorship and pastoral support to early-career professionals living and working in Madagascar.

4.Financial Oversight

  • Develop and manage project budgets, ensuring financial efficiency and accountability.
  • Monitor financial reports, ensuring project expenditure remains on track.
  • Manage exchange rate fluctuations and long-term budget forecasting.

5.General Responsibilities

  • Support the Director of Programmes & Operations in ensuring the well-being of international staff.
  • Adapt to shifting priorities and deadlines as needed.
  • Uphold SEED’s safeguarding, anti-corruption, and whistleblowing policies.
  • Serve as a temporary stand-in for senior leadership when required.
Skills & Experience Required

Essential

  • Degree (or equivalent experience) in WASH, international development, or related fields.
  • Strong knowledge of international development frameworks and global issues.
  • Minimum 2 years of experience in WASH projects within a developing country context.
  • At least 3 years of grant writing experience, with a proven success record.
  • At least 2 years of experience in project and team management.
  • Proficiency in using project management tools such as Logical Frameworks, Theory of Change models, and Monitoring & Evaluation frameworks.
  • Excellent written and verbal English communication skills (including document editing and reporting for publication).
  • Basic proficiency in French.
  • Strong analytical, problem-solving, and interpersonal skills.
  • Cross-cultural adaptability, with a willingness to work in diverse environments.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).

Desirable

  • Experience working in Madagascar or a similar environment.
  • Previous team leadership and mentoring experience.
  • Experience overseeing volunteers and internship programmes.
  • Knowledge of solar energy initiatives in development settings.
