- Be 100-level students at the time of application.
The following individuals are NOT eligible to apply:
- 200-level students and above
- Current beneficiaries of similar scholarships from other organizations
- Dependents of OANDO personnel
- Applicants who are not from OANDO Host/Transit Communities (for the Host Communities Merit Award)
- Students not studying Engineering, Geology, Geosciences, or Agricultural Sciences (for the National Merit Award)

- Recent passport photograph (white background, not older than 6 months, 450px by 450px, max 200kb)
- School ID card
- O’level certificate
- Admission letter
- Birth certificate
- Proof of Local Government Area of Origin
- Letter from Community Paramount Ruler (Host Communities Merit Award applicants only)
- Letter from CDC Chairman (Host Communities Merit Award applicants only)
- JAMB result
